Niche Technology's Police Records Management System (RMS) is a state-of-the-art police record-keeping system. A fully integrated, versatile investigative and management tool, it improves the effectiveness and efficiency of police operations. Niche RMS provides:

Standard Windows look and feel. Niche RMS uses drop-down menus, pick-lists, buttons, checkboxes, search shortcuts, wild cards and popup calendars. Anyone with Windows skills can navigate the system easily. Keyboard and function key shortcuts have also been provided, for power users.
Data quality. Mandatory field warnings, pick-lists, and field rules ensure that data being entered meets quality standards. Where appropriate, the system provides ways to make data entry easier and more accurate. For example, date fields provide a point-and-click calendar, and the person description window provides a pop-up image of a human body for recording locations of identifying marks.
Add drop-down lists to any text field. Customers can create and maintain Selection Dialog boxes similar to the Charge Selector for any text field in the application.
Easy linking. If an item of data is to be associated with another item (e.g., a person to be associated with an incident), users can easily link the two existing items.
Master filing and one-time data entry. Master filing stores and organizes entities like persons, businesses and organizations, addresses, vehicles, property, employees, telephone numbers and e-mail addresses. Each item of data is recorded in the system only once. After a piece of data is entered, all other authorized users can access it. It need never be entered again. Data can originate from a CAD system, or it can be entered from any workstation.
Selection dialogs like this Charge Selector make data entry easier. Type a word or number to interactively narrow the list until you can select the charge you need.
Once it exists, any entity (record) can be linked to other entities. This avoids the complex tangle of repetitive and confusing query results that can occur when separate records for person, address, etc. are created for each incident. For example, if a person has been added to the database, you can search to locate existing data. When you open the person’s .le, you will find all the data that has already been recorded and linked to the person, including pictures, descriptors, charges, addresses, associates, and so on. You can update as necessary. The system can also store scanned documents, images and video, which may be linked to incident files, persons, or other records.
Advantages
Better use of officer resources and time. Reduce time spent on paperwork and on-line reporting. Officers have quick access to all of their agencys information, and can query external databases (e.g., national criminal records database). Built-in task management makes it easy to track work in progress, so that tasks can be completed on time with less paperwork and duplication of effort.
Integrated mobile reporting. Niche RMS has an integrated mobile reporting system that allows of.cers to prepare reports, and update data while on the road. The mobile environment includes all desktop application features, with the same graphical look and feel. Mobile workstations connect to the system via wireless network, or can be disconnected and taken to gather information, take statements, and so on.
Up-to-date data. All updates made on a fixed or mobile workstation can be made instantly available to police personnel. On mobile units, if no connection is available, the RMS collects and stores information locally. It automatically updates the RMS database over the network, as soon as a wireless connection becomes available again or when the computer is directly connected to a LAN or docking station.
Quick information access. Handheld PDA devices provide of.cers with fast, mobile Internet access to up-to-date information on people, vehicles, addresses and other RMS database information.
Easy to use. Anyone with basic Windows® skills can learn to use Niche RMS quickly, whether a patrol officer, records clerk, ID specialist, property manager or unit supervisor. The familiar Windows graphical user interface (GUI) allows users to take advantage of techniques already learned by using other Windows software. This reduces training time for new users, and increases training material retention.

Integrated Custody Module. This optional component allows you to create a custody record for a person for a particular arrest. Attached to the Person record, it stores all of the information related to that arrest.
On-line forms. Users can enter routine incident information quickly. Customized forms can be added to accommodate local procedures, and on-screen labels can be configured to use familiar terminology. Flexible navigation tools allow users to enter information in the order most convenient for the job at hand. Personnel can also use fast-fill forms - single windows that include all the fields required for initial reports or other common dataentry activity. The fast-fill forms can be based on familiar forms already in use in your agency.
Organize large volumes of data for major case management. Niche RMS can organize the data necessary for major cases, such as homicides. For example:
- Manipulate large volumes of data, using flexible searching, sorting and linking.
- Assign Solvability factor scores.
- Map incidents and persons.
- Link incidents and persons to all relevant data and evidence in the system.
- Link external documents and other files to incidents or other entities.
- Export data to third-party tools for in-depth analysis and creation of charts or time lines, then import the results back for attachment to incidents and reports.
- Restrict access to secure data for confidential investigations.
| Easy search and navigation. The system allows users to search for and locate specific items quickly and then follow links to related information. Officers can perform searches quickly and easily, based on single fields, complex data combinations or on text narrative content, so the system becomes a routine investigative tool. The user interface is flat, rather than hierarchical, so there is no need for users to back out, or return to a main menu to pursue an interesting lead. The result is faster, easier navigation and better investigative use of available information.

Fast Find runs an intelligent search based on command line search specifications. For example, searching for a person by name or by ID number - the system interprets what you type and runs an appropriate search.

Sophisticated searches are easy to run using Detailed find. These searches access all the stored and linked data in the database for investigations ranging from routine break-and-enters to high-profile homicides. The officer in charge manages of.cers and case workflow, and controls access to sensitive information. Investigators can follow links to determine associations and match data and leads for follow-up. Analysts can look at the information and make deployment suggestions. In addition, Detailed find searches can be saved and re-used so that users don’t have to set up the same complex search criteria multiple times.
Full text searches allow you to search the actual text of any report in the system. Users can search for single words, phrases, and Boolean combinations using “AND”, “OR” and “NOT” operators. They can also perform proximity searches (e.g., “VEHICLE” near “STOLEN”) and wild card searches.

Detailed Find lets you easily set up a sophisticated search based on multiple criteria, e.g., search the database for all red-haired suspects in unsolved assault incidents in area 12A last month. Results can be printed or exported.
